Work-based learning opportunities offer businesses a method to remain competitive in their industry by training new or existing employees on new products or services. Leveraging WIOA federal funding can help ease the expense of addressing workforce skill gaps in order to increase productivity.
Part-Time Intern
Our work experience program is a planned, structured, learning experience designed to promote the development of good work habits and basic work skills for young individuals who have never worked, have limited work experience, or have a barrier to employment. This may take place in a public, private, or non-profit organization, however placement cannot occur at a worksite where there are current layoffs or where it would unfavorably impact current employees.
Worksite responsibilities:
- Provide meaningful workload and adequate supervision - Ensure the intern does not work more than 29 hours per week - Ensure that the intern receives 30 min break if working more than 5 continuous hours - Ensure any accident/injury involving the intern is immediately reported to the WIOA provider - Evaluate intern at the end of the work experience - Abide by the Fair Labor Standards Act, child labor laws, and minimum wage laws |
WIOA Provider responsibilities:
- Orient the intern and worksite into the work experience program - Cover all wages, taxes and workers’ compensation insurance - Pay the intern a reasonable wage consistent with worksite employees in the same role - Establish a work schedule agreed upon by the worksite and intern - As requested by worksite, complete background check on intern - Abide by the Fair Labor Standards Act, child labor laws, and minimum wage laws |
The intern's previous work experience, if any, will be shared with the worksite, however their personal barrier to employment cannot be disclosed. In order to ensure a successful learning experience, there are requirements that the intern and worksite must meet, and a work experience contract written by the Illinois Department of Commerce and Economic Opportunity must be signed between the Worksite and Kankakee Community College as the WIOA provider.

On The Job Training
On-The-Job Training (OJT) is a "hire-first" program where the employer agrees to hire, train, and retain a job seeker. OJT provides employers with a way to have new employees gain specific skills and employment competencies. This is accomplished through exposure in an actual work setting, to the processes, work tasks, tools and methods of a specific job or group of jobs. Cost of the training may be reimbursed up to 50% of the employee's salary/wages during the training period (not to exceed 6 months).
An OJT may occur in a public, private, or non-profit organization, however placement may not occur at a worksite where there are current layoffs or where it would unfavorably impact current employees. Incumbent Worker Training
Incumbent Worker Training (IWT) provides employers with a means of working with current employees to upgrade their skills in order to build a quality workforce and increase competitiveness. The program helps employers develop and implement training programs to ensure current employees acquire the skills necessary to retain employment and advance within the company, or acquire the skills necessary to avert a layoff. IWT provides reimbursement to eligible employers for specific training costs accrued with upskilling it’s current employees. Ideally, the program will improve a company’s productivity and efficiency resulting in an increased competitive edge and employee retention.
Employers must be from one of the following industries: manufacturing, transportation and logistics, healthcare, utilities, or business and personal services. The program has an employer match requirement and can be the employees' wages paid during the training. The match is based on company size as follows:
- less than 50 employees: 10% match - 50 to 100 employees: 25% match - more than 100 employees: 50% match |
The Grundy, Livingston, Kankakee Workforce Board staff will work with interested employers to ensure they qualify for the program and help guide them through the application process. Employers must complete the application and a participant form on each employee receiving training. Because the program is federally funded, the form does require employee personal information. Employers are asked to keep records throughout the course of the training to submit to the Workforce Board for reimbursement at the completion of training.
