Eligibility Requirements

Individuals first must meet basic eligibility requirements for WIOA-funded services. To be eligible to participate in Title I services, adults, dislocated workers, and youth must be: 
  • at least 18 years old (adults); or
  • between 14 and 24 years old (youth); and
  • authorized to work in the U.S.; and
  • registered with the Selective Service Administration (males 18 and older, born after Dec. 31, 1959).

Low Income Adult

is an individual who:
  • Receives or is a member of a family that receives assistance through SNAP, TANF, SSI or other State or local income-based public assistance program
  • Is in a family with total family income not exceeding the 70 percent Lower Living Standard Income Level based on family size, and poverty income guidelines
  • Is homeless
  • Is an individual with a disability whose own income meets the low-income requirements, even if their total family income does not meet the requirements

Dislocated Worker

is an individual who:  
  • Has been laid off or terminated, or has received notice of layoff or termination due to a plant closure or mass layoff
  • Is unemployed and eligible for or has exhausted unemployment compensation, and is unlikely to return to their previous occupation or industry
  • Is self-employed (including farmers) and is now unemployed as a result of general economic conditions or natural disaster
  • Is a displaced homemaker who has been dependent on another family member's income but is no longer supported by it

Youth

is an individual who has one or more of the following barriers to employment:
  • Low-income
  • Deficient in basic literacy skills
  • High School Dropout
  • Homeless
  • Runaway
  • Foster Child
  • Pregnant
  • Single Parent
  • Offender
  • Individual with a Disability
